Blackwater was in New Orleans shooting it up after Katrina reportedly riding on the back of black pickup trucks speeding through the streets shooting and they seem to come under no authority. Their budget is an open port hole in the bottom of the federal treasury dumping out money in the millions maybe even billions. I believe this is Cheney's own personal militia army.
